Their Description: The purpose of this solicitation is to identify a firm that will support Frederick Douglass High School
through the implementation of the following programs:
• 9th Grade Freshman Seminar Course.... [P]rovide students with skills for academic and social success, and to... transition from the middle grades to the more rigorous demands of high school curriculum....
• Student Resource Center and Credit Recovery Support.... [M]onitor students during self-paced learning and assessment process, with the help of Plato Credit Recovery software and materials....
• After School Tutoring.... [P]rovide students in grades 11 & 12... additional opportunities to review all core subject areas of the GHSGT.... [A]lso serve students who need assistance in completing homework... prepare for tests, and... remediation....
• Saturday Academy.... [I]nstruction in all core subject areas... guided through subject specific activities, writing assignments, and test-taking techniques....
• SAT and Act Preparatory.... [P]rovide students with the strategies needed to successfully master these complex testing requirements, and to help improve test scores for Frederick Douglass High School overall....
Each program is designed to supplement Frederick Douglass High School’s own School achievement plan....
Goal 1: Increase 9th grade students’ scores on the End of Course Test (EOCT) in Reading/English Language Arts, and Math by doubling current 43 percent reading results, and doubling current 17 percent Algebra I test results.
Goal 2: Decrease student dropout rate to less than 15 percent of current enrollment of 520 9th graders.
Goal 3: Increase the percentage in all core subject areas by 10 for students achieving a pass on the GHSGT. Increase the percentage by 10 for students achieving a pass plus on the GHSGT. Increase by 20 percent the number of students earning 1500 or higher on the SAT.
Goal 4: Raise SAT and ACT test scores. Increase the number of students taking SAT by 10 percent.....
Frederick Douglass is... an inner-city school, located in a neighborhood comprised of single and multi-family dwellings, as well as the largest government subsidized housing development in the metropolitan area, Bowen Homes.... Frederick Douglass High School is a school-wide Title I program and serves students in the following areas: Gifted and Talented Program for Exceptional Children, (PEC), English for Speakers of other Languages (ESOL), and the Remedial Education Program (REP). Currently Douglass High has an enrollment of 1910 students for 2007-2008. More than 70% are eligible for the Free and Reduced Lunch Program....
The proposed program shall be intended as models for a multi-year partnership between the awarded contractor and Frederick Douglass High School, in line with Atlanta Public Schools’ guidelines on the school improvement process. The comprehensive interventions proposed shall be in line with proposing long-term solutions, vs. short-lived instructional changes.
Our Thoughts: One of the most significant problems faced by tutoring firms engaged in NCLB’s SES program is developing the integrated relationship with school administrators required to: 1) get and keep students in tutoring programs and 2) to maintain the tight link with classroom activities required to match student assistance with classroom performance issues.
